TSDA Development Scheme The State Development and Public Works Organisation Act 1971 requires the Coordinator-General to prepare a development scheme as soon as practicable after the declaration of a State development area. The development scheme is similar in many respects to a planning scheme under the Integrated Planning Act 1997. Most local governments have a planning scheme in place for their particular areas.However,unlike planning schemes which,under the Integrated Planning Act 1997, are administered by local governments,the development scheme for the State development area is administered and implemented by the Coordinator-General.
